AutoDrill | Recommended Tool Speed Chart

In stainless, the RPM rate must be decreased significantly more as stainless steel does not dissipate heat easily and will almost immediately ruin the tip of your tool. It is often helpful to take a heavier cut in stainless than a lighter one to keep the tip of the tool in "cool" material rather than near the surface that was recently heated up by the last pass of the tool tip.

Most of the trouble with taping steel comes from the hole itself, if you don't (size) the hole correctly for instance if the hole an tap are different sizes or if the hole is slightly (wallowed) it can grab the tap and put it in a bind. I have seen aluminum break taps, its so soft it grips the tap and the metal chips get hung up ...

I think drilling holes in 1/4" steel should be a snap. Your drill probably runs 300 rpm, not 3000, and if you're having problems, try some cutting oil on the bit while drilling, and drilling a pilot hole for the 1/2" bit to follow will also help. For a 1/2"bit, about 1/8" pilot hole would do fine.
